Locking Conditions and Restrictions

Fire doors in evacuation routes must not be locked: During business, production, teaching, or work periods, fire doors on safety exits and evacuation routes must not be locked or obstructed and must be kept unobstructed.

Management requirements for normally closed fire doors: Normally closed fire doors in high-rise civil buildings should be kept closed, but door closers, sequence gates, and other components should be intact and effective, ensuring they can be pushed open from the inside.

Locking is permitted in non-evacuation areas: Fire doors in non-personnel evacuation routes such as pipe shafts and machine rooms can be locked, provided they meet functional requirements.

 

Lock Technical Standards

Dedicated fire-resistant locks must be used: Ordinary locks are prone to deformation and failure at high temperatures. Fire-resistant locks undergo special processing to ensure fire resistance integrity.

Opening mechanism requirements: Locks should have a handle or push-rod mechanism. Round or spherical knobs should not replace handles (except for fire doors for pipe shaft maintenance). Push-rod designs are easier to operate than traditional knobs during emergency escape.

Certification Mark Requirements: All fireproof locks must pass the testing of the National Fire Protection Product Conformity Assessment Center. Look for the CCCF mark when purchasing.

 

Legal Liability for Violations

Legal Basis: Violation of Article 28 of the Fire Protection Law stipulates that no unit or individual may occupy, block, or close evacuation routes or safety exits.

Penalties: Units violating this regulation will be ordered to rectify the situation and fined between 5,000 and 50,000 yuan; if rectification is refused after being ordered, enforcement may be carried out.

Local Implementation Regulations: In some regions, such as the Guangxi Zhuang Autonomous Region, property service providers who violate fire door management regulations will be fined between 1,000 and 20,000 yuan.
